I have already reported orally to you on my visit to Hong Kong. The purpose of this note is to report formally on my private discussions with the Governor about his reply of 17 September to your letter of 3 August.

Proposals for reforming the Urban Council have

been hanging fire for a long time. I told the

Governor that it was time decisions were reached. He

now expects proposals to be put to his Executive

Council during the next six weeks.
