the Public Service; overseas recruitment is

usually only undertaken when such local

candidates are not available, or are availa-

ble in insufficient numbers. Once in the

service, local and overseas officers are

placed on a common seniority list and

progress to the higher ranks is on the basis

of their merit and seniority. It follows

therefore that as time goes by more local

officers may be expected to proceed into

the higher ranks; progress in this direction

is reported in appendices to the annual

Reports on the Public Service.

Attached to

this letter are copies of the appendices from

the 1968 Report which are the latest availa-

bla; the Report for 1969 is expected to be

published the first half of 1970.

Land Policy

It is understood that discussions take place

at regular intervals between the Heung Yee

Kuk and the New Territories Administration

on various aspects of land policy including,

inter alia, conversion premia, re-entry and

resumptions. I have seen a copy of a letter

sent by the District Commissioner, N.T. to

the Heung Yee Kuk on certain aspects of land

policy (reference (29) in NT 1213/54C V dated

28th July, 1969) and I do not think I have

anything to add to what is said there.
