member of the Legislative Council. I do not think this has happened till now and there is of course the difficulty about language since it is extremely unlikely that any member of the Kuk would be able to speak adequate English. If, however, we made progress on the language issue and the standing orders of the Legislative Council are altered so that business is conducted in Chinese and English I would see no objection to the most deserving member of the Kuk being nominated to the Legislative Council but not as a representative of the Kuk.
4. These proposals would certainly not be welcome to the Governor and it may be that you will feel that they should be reserved for discussion with Mr. MacLehose as Mr. Laird suggests, but I think it might be well to discuss this matter with Mr. Royle so that we can set our sights on our longer term objectives.
