Petitions from Heung Yee Kuk

May I refer to your Saving Despatch No. 216 of 28th March, 1968 and No. 160 of 18th April, 1969 concerning the memoranda presented to Lord Shepherd by the Heung Yee Kuk Delegation and to Mr. Anthony Royle M.P. by Mr. Chan Yat Sun, Chairman of the Heung Yee Kuk respectively.

I apologise for the delay in forwarding draft replies. Two separate draft replies to the above memoranda are now attached.

May I draw your attention to the undertaking given in paragraph 3(ii) of your Saving Despatch No. 216 which has been included in paragraph 1(1) of the draft reply to the Heung Yee Kuk Delegation's memorandum.
