'I wish to refer to your letter dated 2nd

September 1970 addressed to me through the District

Commissioner, New Territories on the subject of

representation on the Executive and Legislative

Councils and to the one dated 10th October 1970

presented to Mr. Anthony Royle, the Parliamentary

Under-Secretary of State during his visit to Hong

Kong also on the same subject. I have now been

authorised to inform you in reply that the factual

matters which you refer to in your letters are well

appreciated; but you will probably recall that this

question has been the subject of correspondence with

you earlier this year and our views expressed then

still stand. In this connection, I would like to

draw your attention in particular to paragraph 1(v)

of a letter dated 13th March 1970 sent to you in

which it was stated that :

Members of the Executive and

Legislative Councils are not appointed

on a geographical basis. This does

not mean that New Territories'

interests or, for that matter, the

interests of any other geographical

areas, are being neglected. It is

understood that Members of the two

Councils have been making regular

visits to the New Territories, parti-

cularly during the past two years
