MEMORANDUM handed to Rt. Hon. Anthony Royle, Under-Secretary for State for Foreign & Commonwealth Affairs by Hilton Cheong-Leen, Chairman of Hongkong Civic Association, at the Foreign Office, Downing Street, London, on Friday, July 10, 1970
The Hongkong Civic Association General Committee extends
its sincere congratulations to Mf. Anthony Royle on his appoint-
ment as Under-Secretary of State for Foreign Affairs, in which
post he assumes responsibility for Hongkong and Far Eastern
affairs.
The appointment of Mr. Royle to this post by the new Prime
Minister, Mr. Edward Heath, is highly significant for Hongkong,
in view of Mr. Royle's wide knowledge of Hongkong affairs and
its various social and other problems.
The Hongkong Civic Association General Committee therefore
take this opportunity to emphasise a number of priority matters
which have to do with the social and economic betterment of Hong-
kong's four million population.
1. Urban Council scope
There has so far been much discussion and little action on
the revamping of the Urban Council. The Hongkong Civic Association
suggests that the following specific steps be initiated without xxx
waiting for the present Governor's term of office to expire:

Appoint four Unofficial Urban Councillors to the Education
Board, with consideration to be given to having the primary
education system under the Urban Council.
Put the Social Welfare Department under the Urban Council.
C. Give two elected Urban Councillors seats on the Legislative
Council.
