Problem
A Working Party of officials was set up to consider
proposal by the Ministry of Overseas Development that
Her Majesty's Government should announce its willingness to
assume full responsibility, on request and with effect from
1 April, 1971, for the cost of pensions of expatriate
officers in respect of pre-independence service.

Party was unable to agree on a recommendation. The Treasury
are opposed to any scheme which implies a change of basic
policy and put forward counter proposals. The Committee is
invited to consider the Report of the Working Party, OPDO (70)4.
The Report contains three proposals:
(a) The O.D. M. proposals as set out in paragraphs 11. and
12.
