I attach a draft brief on the O.D.M. paper MISC.260(70)1, intended for the use of Mr. Combs who will be representing the F.C.O. at the joint OPDO/DVO(0) meeting on 13 January. I should be grateful for your comments by mid-day on Monday, 12 January. Paragraphs 4(b) and (d) are particularly relevant.

The informal Ministerial Meeting which was due to take place on 8 January has been postponed because of Mr. William Rodgers' indisposition. If the meeting does in fact take place, anything that emerges from it will be made the subject of a separate note in implementation of this brief.
