Overseas Pensions Policy

You will recall our brief discussion when you

were here in December about a proposal that HMG might

assume responsibility for expatriate pensions relating

to pre-independence service. We were of course

concerned about the possible impact in Hong Kong of

any such proposal, and it was agreed that when official

consideration here was further advanced we would seek

your views.

2. The following proposals are now being examined

at official level :-

(a) As part of its policy to aid development in

former British dependent territories, HMG

would be willing to consider assuming

responsibilit; as from 1 April, 1971, for

the cost (and direct payment) of pensions
