Can you confirm that, despite the abiter dicta of Lord Morris, we agree with the Board of Trade's view that the enactment of the proposed Hong Kong Copyright Ordinance (Flag D at front cover) would not be ultra vires, provided that the two amendments to which Mr Mathers refers at (a) and (b) of his minute were effected? A copy of the Copyright Act, 1956, is flagged B at front cover.
