During his visit to Hong Kong in October Mr. Wilford handed the Attorney-General a copy of the letter and of the draft undertaking enclosed with it. The Attorney-General undertook to look at it and let us have his views. We have heard nothing further from him on the subject.

In his minute of 12 November Mr. Wilford has enquired why a copy of Mr. Dennis' letter and the draft undertaking enclosed with it was not sent to Hong Kong until 5 November since Mr. Dennis handed him the letter on 5 October. The fault is mine since it was not apparent to me from Mr. Wilford's minute of 5 October that he intended that we should take such action. I had wrongly assumed from paragraph 4 of that minute that Mr. Wilford would himself be taking the matter up when he visited Hong Kong, and
