There is one further matter which I wish to mention, though we have not yet been able to make final decisions. It is proposed that relay by means of an ADS should not be subject to a broadcasting company's copyright. As you know, we mean by ADS a system essentially for a single building, and the reason why we do not think that it should be subject to a broadcasting company's copyright is that it is in essence nothing more than an extension of the aerial which a person needs in order to receive the wireless television signal. It is true that an ADS for some of Hong Kong's large buildings could serve as many as 500 sets, but we feel nonetheless that a relay by this means should be possible without permission. I might add that for lack of this obviously needed measure, the roofs of many buildings in Hong Kong have now become a most unsightly forest of individual television aerials, and the position is getting worse.

I really must ask that a conclusion on this matter be achieved just as soon as possible. I believe our basic position in the matter to be unassailable, and I find it difficult to understand how it comes about that such heavy weather is being made of this when all we are seeking to do is put both concerns on a proper, and equal, footing.
