I am most grateful to you for having explained at such length in your letter of 25 August (ČR 3245/57 III) your Government's position on copyright in broadcasts. I also had a chance to discuss it with Nigel Watt when he called in recently, so I was forewarned of your likely answer. He also made the very important point that you are likely to have other TV stations in Hong Kong in the next couple of years and that you are considering the setting up of a special committee to look into that side of the question.

2. Since you say that you cannot agree to the introduction of copyright legislation without Clause 4 and since you also do not see any value in further discussions with the parties concerned in Hong Kong there seems no alternative to putting the matter to Ministers for a decision as you ask and this we shall now do.
