Please refer to your letter HKK 16/2 dated
3 December 1970 to Denys Roberts on the subject of copyright in television broadcasts.
We do not feel that the undertaking proposed by Rediffusion International is acceptable as it would not afford legal protection to TVB's programmes and would place us in a most unsatisfactory position as regards that company. The undertaking also has other objectionable features.
We are, however, putting a proposal to RTV (HK) which will, we think, provide adequate legal copyright protection for TVB's television programmes without the necessity of including this protection in the draft Copyright Bill and which thus may also be acceptable to RTV. A copy of our proposal together with a more detailed explanation will be forwarded to you as soon as it has been communicated to RTV (HK). In the meantime I would be grateful if you would advise Rediffusion International that the Hong Kong Government is making an approach to RTV (HK) on this subject.
