Insofar as the Company has a claim to
compensation under (2), the Hong Kong Government
proposes to leave this to be pursued by the Company
in the courts.
4. The question to be decided is whether these
proposals can be accepted, taking account (inter
alia) of the probability that strong pressure may
be brought to bear in Parliament on behalf of the
interests concerned.
RECOMMENDATION
5.
I recommend that the Hong Kong Government's
legislative proposals and its proposed amendment
of the Company's licence should be approved; that
the position it has taken up on compensation
should also be accepted, but that the points made by our Legal Advisers (as set out in paragraph 36
below) should be conveyed to the Governor.

6. There are three sound and two television
broadcasting organisations in the Colony:-
Sound:
(1) Radio Hong Kong: a Government owned
wireless broadcasting organisation:
(2) Commercial Radio Limited: a commercial
wireless broadcasting organisation.
(3) Rediffusion (Hong Kong) Limited (RTV):
a commercial organisation which provides
a wired sound braodcasting service.
