I mentioned to you a few days ago the matter dealt with on these papers and explained that it has been out- standing for a very considerable time. It is now an issue of some urgency and we should, I consider, deal with it at the earliest possible moment.

It is a very complicated subject and the whole pos- ition is set out in the attached draft submission which you have already seen. The draft has been prepared by Mr Carter and myself over a period of months.
It is,
I regret, a very long draft. This is unavoidable if a full picture of the position is to be presented.
13. The main papers have been flagged and are attached behind the draft. Further background information is given in my minute to the Legal Advisers at (13) on this file, with references.
14. We shall at some stage need to clear the draft with the Board of Trade but, before this is done, I think it would be advisable to consider the draft/in order to agree at official level the general line that it takes.
