I fear this is a most formidable bunch of papers about a complex problem. I mentioned the matter to you the other day.

2. May I suggest that if you could extract the draft submission and read it over the week-end (it is comprehensible by itself) we might discuss the problem next week.

3. My first reaction on seeing the draft submission was that it was far too long and no Minister would read it. I think it might be possible to put some of the details into annexes, but to avoid further delay it would be most helpful if you could find time to read through the draft as it stands.

I am sure that it would be right to make the approach suggested by Mr. Gaminara in paragraph 8 of his minuteof 4 June;

Mr. Gaminara has suggested that we owe Hong Kong an apology for the very long delay that has occurred in dealing with this matter. (See enclosures (1), (2), (3) and (10) in HKK 16/2). He has prepared the attached draft for this purpose. I am, however, not too happy about this and would like to discuss it with you.
