I have been through Mr Wilford's draft (Flag A) and have suggested some amendments which have been embodied in a modified draft (Flag B).

I have suggested the amendments on the assumption that the draft will be signed by Mr Wilford and addressed to Sir David Trench.

Sir Hugh Norman-Walker arrived in this country a few days ago and I understand that he will be here for three or four months' leave. However, I do not think we should seek to discuss this matter with him.

4. Provided there is no objection, I should like to send a copy of the letter to Mr Wallace, head of the Industrial Property and Copyright Department at the B.O.T. That Department are very closely concerned on the technical side of this matter and I have promised Mr Wallace that we would keep him informed of developments.

5. There is a possibility that Mr Wallace will be going to Malaysia in two or three weeks' time on a copyright matter. If the trip materialises, Mr Wallace has offered to call in at Hong Kong and spend a day in discussion there if we so desire. He would of course need briefing for the purpose. This could be provided by giving him the first twenty two paragraphs of the attached draft submission, together with a copy of RTV's licence and of the letter which we are about to send to the Governor. Mr Wallace has already been sent copies of our exchanges of saving despatches with Hong Kong and of the draft Order in Council and Copyright Bill.

However, the trip is not yet fixed and Mr Wallace would not want it to be mentioned in the letter to the Governor. If the trip materialises and if we want to

take advantage of Mr Wallace's offer, we could send a follow-up telegram to the Governor asking him if he considers that such discussions would serve any useful purpose. I think they would.
