Establishment of an Inn of Court in

Hong Kong.

I have consulted the Lord Chancellor's

have both been consulto Office and the Privy Council Office regarding your

proposal that a Hong Kong/fan of Court should be

incorporated by Royal Charter. Both the Lord

Chancellor's Office and the Privy Council feel

office

doubtful whether it would be right in principle

such a/body

to constitute a ab initio by Charter.

Tab

They

tody

think it would be preferable to establish the ina

by local legislation and if after five years the

body had proved/a success then the question of

Charter could be considered. In view of these

it is asterned that

opinions presume you will not be giving further

consideration to submitting a petition to Her

Majesty.

no action has brem I have not, Ăn the circumstances, consulted

the Palace to ascertain whether Her Majesty would

be willing that Her name should be associated with

body since

thean, because you may not consider that it would

be/appropriate for such an association if the

body

is to be established by local legislation and not

by Royal Charter.

I have the following general. comments to
