As foreshadowed in my telegram No. 477 of 17th July I am writing to warn you of the concern being felt here over the upward trend of violent crime, particularly robberies, sexual offences and homicides, which has become noticeable in the past few years; and to let you know our thoughts on possible methods to which we may have to resort to try to check the trend. Some of these are not altogether palatable, but the situation is disturbing and to look at the available solutions wholly through Western eyes is not necessarily appropriate.

The problems we are facing have no political roots; indeed among our critics for permitting the current violence are not unexpectedly the Communists, who lose no opportunity of ridiculing our efforts to deal with the situation, while finding our Western ways and our Western pursuit of affluence to be the causes of it. While it is perhaps unnecessary, for present purposes, to attempt a deliberate sociological analysis of the causes (which, indeed, no one anywhere has yet succeeded in isolating at all convincingly), it may be said in general that our problems are typical of those of any complex industrial society with a rising standard of living; but they are doubtless aggravated by the unusual congestion of this particular environment, the unique situation of Hong Kong, the remaining traces of the Chinese cult of secret societies, and the apparent lack of impact of current correctional methods on the attitudes of the young thug of today.
