You should see the letter at (1) addressed by the Governor to Sir Leslie Monson on the subject of the upward trend of violent crime in the Colony. Sir Leslie has sent a copy of the letter to the Minister who has commented as in (2).
2. We shall go into the various points raised by the Governor and by the Minister but meanwhile Sir Leslie has indicated that he would like to send an interim reply to the Governor and I attach a draft letter for consideration.

A draft interim reply to the Governor's letter of 6 August is attached. We are obtaining from the Home Office further copies of the material they produced for us last April.
2. Mr. Gaminara will discuss the Governor's proposals with both Mr. Rushford and Mr. Macoun. A draft submission will then be prepared. We already have a considerable amount of information on the various proposals raised by the Governor.
