But the Governor said it was essential to remember that anti-social

behaviour in Hong Kong was limited only to a small minority, and he warmly

praised the present generation of young people for their readiness to act

responsibly and with much concern for others.

'Just because a few have gone astray, we must not withhold the

admiration and respect all of us who have had any contact with them feel

for the great majority of them," he said.
