the Duke of Edinburgh's Award Scheme;

the Boys and Girls Clubs Association (in 96 clubs with

14 craft centres, 15 children's libraries and 45 affiliated clubs);

the Scouts and Guides Associations;

the Youth andChildren's Division of the Hong Kong Council of Social Services (with 25 youth agencies); the Summer Vacation Programme which involves some

million children of varying ages and from different social strata).

Conclusions

19.

The upshot is that subject to what emerges from our examination of the Immigration and Deportation Bill, there is

very little of substance that we can say in reply to the

Governor. The Overseas Police Adviser's comment that constant

police vigilance and the rigid control of the possession of

offensive weapons will go a long way to reducing violent crime is probably the most pragmatic assessment of the situation.

Apart from my marginal comments I have only one point. I have heard from many sources that under the former Chief Justice magistrates and judges were very much under notice as to the sort of sentence which they were expected to

impose. If this is true, and if it led to leniency, which is I understand one of the Governor's complaints, perhaps the Governor ought to consider a good long conversation with
