1. I have taken up with the Home Office the inquiry in Sir Leslie Monson's attached minute of 4 December, but they have not yet been able to give me the answer. They have been in touch with the Northern Ireland Authorities but the reply has apparently not yet come through. They are still pursuing the matter.

2. I am getting a bit worried about the delay which has elapsed in sending the Governor a reply to his letter of 6 August. I mentioned this to you yesterday and we agreed that one solution would be to make an appropriate amendment to the antipenultimate paragraph of the attached draft letter. This I have done and I think that the draft is now in a form in which it could be issued without waiting for the result of the Home Office inquiry referred to above.

The draft was originally addressed to the Acting Governor: I have now amended it where necessary so that it can now be sent to the Governor himself.
