Judicial Appointments in Hong Kong
I agree that we should defer action on filling
any vacancy for a District Judge until the Senior
Puisne Judge issue has been settled.

I would like, if you agree, to wait another week
before pressing the Governor for a reply to Sir L.
Monson's letter of 20 March. That letter would have
arrived in Hong Kong immediately before Easter and
I have no doubt that little consideration was given
to it until Sir H. Norman-Walker got back to the
Colony on Monday, 6 April.
