minute to you of 28 October.

Paragraph 2 of the draft letter at B is very much a matter

for Sir J. McPetrie himself. I would be happy to include his

amendment.

3. I do not feel stromy about the wording of the reply to Mr. de Basto and would be glad to use Sir J. McPetrie's form of

words. My main concern was, and is, to stop Mr. de Basto from

writing further letters on the subject.

For this reason, I

should be inclined to ignore his passing reference to the

Magistracy.

4. As regards pensions, the last paragraph of the draft at B is taken from paragraph 3 of Sir A. Grattan-Bellew's minute to Mr. Carter of 8 April, 1969. I also had in mind paragraph 4 of Mr. West's minute to Mr. Carter of 18 April, 1969. I agree, however, on reconsideration, that it would be better to omit the

last sentence of the draft letter, particularly as we have not got ODM's considered views on the matter. We could replace it by "We appreciate that there are difficulties in this respect and we are going back to the ODM to see if we can find a satisfactory solution". The request to the ODM for advice was contained in 39 Mr. Stewart's minute to Mr. West of 3 October, 1969.
