When I was in Hong Kong last week the Attorney- General mentioned a number of matters to me. Those that concern you are as follows:

Copyright. The Attorney-General said that an Order in Council had been settled between us extending the 1956 Copyright Act to Hong Kong. The text of this Order had been agreed last November. It was urgent that the Order should now be made. There had been no communication from us since November and he asked that the making of the Order should be put in hand as soon as possible.

said that they last wrote to us about this legislation in January on looking into the matter here it seems that their last letter was in fact in March. The Attorney-General under- stood that the Bill as a whole was going to be

referred to the Law Officers on some points. He said that he hoped that a decision would be reached on the Bill without further long delays; settlement of the disputed points one way or the other was necessary in the interests of the police force.

You may be interested to know that the recent appointment of a member of the Hong Kong Bar as a Commissioner has given rise to some misgivings among the District judges, and the senior members of the Legal Department. Apparently we had previously laid down conditions upon which members of the Bar might be appointed as acting judges of the Supreme Court,
