Funds should be excluded, on the lines of Colonial Regulation 51 Clause 3,as now drafted, which was agreed with the Governor in January 1970 and accepted by the Attorney-General in his letter of 31 January, 1970. In these circumstances it may be difficult to reopen the question as to the form of Clause 3 except to require the clause to apply only to Civil Servants.
