I suggest that the references in the submission should not be to "the Department's Legal Advisers" but to "the Legal Adviser" and where the expression first occurs I suggest there be inserted after it in brackets Sir James McPetrie's name.

2. As to whether there should be a reference in the submission to obtaining the law officers' 'views, my personal opinion still is that if Ministers wish to support the Governor and approve clause 10 then it would be advisable before a final decision is made to give the law officers the opportunity to comment. This, however, seems to me to be for decision by your Department.
