3. As regards Mr. Royle's enquiry as to whether Singapore have such legislation, I assume that this refers specifically to Clause 10 and not to the whole Bill. Singapore certainly has its own Prevention of Corruption Ordinance but it is fairly certain that it has no provision similar to Clause 10. When the Hong Kong Bill was originally published, the Comparative Table attached to it showed that a number of its clauses were based on Singapore legislation, but that Clause 10 was based on a modified form of Hong Kong Establishment Regulations. Had the Singapore legislation contained a similar provision we can be sure that it would have been quoted in the Comparative Table. However, the point will be checked with the Legal Library.
4. As regards the last two sentences of your minute of 7 September to Mr. Royle I propose to put up a draft letter (which will be cleared with Legal Advisers) to be sent by Mr. Royle's Private Office to the Attorney-General's Department.

I am not sure what form the letter to the Law Officers Department should take but I attach a draft for your consideration. You will find Sir James McPetrie's comments on Clause 10 at paragraphs 2 and 3 of (30). I have confined the draft letter to Clause 10 since that was the only clause which was put to Ministers in the submission at (40). A copy of the draft Bill is at front cover for enclosing with the letter to the Law Officers.
