Section 23 appears to be the provision conserpanding to the thalaysian Ordinance sections 174 18(1) though the latter specifically provides for retrospective action which the singapore Ordinance does not as far the Singapore Ordinance includes, at section 15, powers of arrest without a warrant which I do not-

find

in the other ordinances.
