I have discussed your memorandum with Sir Lionel Brett and we have made some additions to it. I have had the first page retyped. The amendments to the other pages are made by the attachment of slips.
2. I think it would be an error to take account of what is stated in paragraph 3 of Sir Lionel Brett's minute of 8 December. I agree that if such a provision is to be included in the law, it would be desirable that should be kept confidential, but in my view keeping information obtained in such a way confidential would not justify the provision being included.
3. As regards the last sentence of the comment headed "paragraph 5" at (7), I think it is preferable, at this stage at any rate, to go all out for the provision in question to be excluded, and not to say anything which might give the impression that it might be acceptable if the wives of suspects were excluded from its application.
