false report tending to show that an offence has been
committed, or to give rise to apprehension for the
safety of any person or property, or tending to show
that he has information material to any police
inquiry he shall be guilty of an offence and shall be
liable on conviction to a fine of two thousand
dollars and to imprisonment for six months.
(3) No prosecution shall be instituted for an
offence under subsection (1) except with the consent
of the Attorney General.
(4) The compounding of an offence other than
treason shall not be an offence otherwise than under
this section."

The principal Ordinance is amended in Part VI by adding,
before the subheading "Ownership of property." the following new
section

Negative averments.
"Negative averments.
941. (1) It shall not be necessary in an
indictment, charge, complaint or information alleging
an offence to negative any exception or exemption from
or qualification to the operation of the law creating
the offence.
(2) For the avoidance of doubt it is hereby
