especially any examples of their misbehaviour (which are fortunately very few) and to a lesser extent on any American actions which appear to threaten the Hong Kong economy, for example the campaign by Mr. Stans a year ago for "voluntary" restrictions upon exports of non-cotton textiles to the United States. In recent months we have had quite a campaign about the alleged American economic exploitation of the Colony. For example the communists made quite a fuss about the purchase by an American group of the valuable land in Kowloon on the other side of Nathan Road from the Peninsula Hotel. Although the communists may hope that these attacks will bring about a rift between the Hong Kong Government and the Americans, any realistic examination of the subject would show them that there is no hope of success.

Reference your last paragraph about hawkers, I have asked David Alexander, Chairman of the Urban Council and Director of Urban Services, to write to you about hawkers since you are now interested mainly in the non-communist aspects of the problem.
