they need on the one hand to regulate their operations and deal with the attendant problems of re-settlement and on the other to combat the efforts of the communists to use the situation to stir up a great deal of discontent. As you know, the day to day hawker problem is one which has been largely dealt with by the Urban Council who have various committees and sub-committees dealing with the different aspects of this problem. The Urban Council Hawker Policy Committee besides reviewing the existing legislation, which, unfortunately, almost inevitably brings some form of restriction to the operations of hawkers, have also organised hawker liaison units to work within city district officer areas. I do not think there is any doubt that the Government of Hong Kong are all too well aware of the unsettling effect that much of their legislation in this sphere creates. It is however, clearly a very difficult problem and dissatisfaction and resistance to most of the Government's resettle- ment measures and restrictions on hawker operat- ions are inevitable.
