Will you please refer to your letter to Carter No. SCR1/ 4841/5511 of 28th January about Hong Kong despatch No. 617 of 24th May 1969.

Until very recently despatches of this nature were distributed to our High Commissions in all Commonwealth countries but not to our Missions in foreign countries. However, with effect from the beginning of this year Hong Kong despatches in this category will be given a Foreign and Commonwealth Office "Asia and Pacific" regional distribution. I enclose a list showing those Foreign and Commonwealth departments, and overseas posts which comprise this distribution.

In no case is a Commonwealth or foreign Government shown such despatches without the specific approval of the Foreign and Commonwealth Office. If a request is received from one of our missions abroad for permission to show such a despatch to the Government to which it is accredited, we would consider the request on its merits and if we were in any doubt at all we would consult you (as happened in the case of the Barbados request).
