I have recast the draft brief by Mr. Gaminara. It is

attached. I have not dealt with the comparatively minor points raised by Mr. Stretton which will have to be discussed

with Sir D. Trench.

I suggest that we should discuss the whole question with Sir D. Trench at a meeting in Sir L. Monson's room at 4 p.m. on Wednesday 25 November. We could then have a meeting with other Departments on Friday 27 November. If we failed to reach agreement with other Departments there could be a further meeting to which Sir D. Trench would be invited. have drafted to Mr. Gwynn and other Departments accordingly.
