views on the question of "the period for which the new agreement should operate and on provisions it might include either for stability of the contribution or alternatively for review in the event of major changer There is also the question whether a separate element of the
contribution should be identifiod, as in the past, with new capital works.

Otherwise we shall hope in due course to receive your own assessment of this question, a note of the considerations which you have taken into account in formulating your views, and the figurds you propose. There is, I think, nothing to be gained by considering future procedures until we have been able to form a reaction to proposals on these lines.
