In the light of our conversation yesterday I have attempted
a re-draft of the Hong Kong Defence Contribution paper, largely
with the purpose of cutting it down. There is only one point which I have omitted which was in Mr. Laird's draft, about which I am uncertain. In paragraph 4 (b) the last sentence mentions. the question of a rise or fall in building costs. I am not
certain that we actually decided at our meeting with Mr. Gwynn
and his colleagues the other day that this was a firm offer or
that we merely put it forward as something which might be accept-
able. It may therefore have to be included.
