With Hong Kong's propensity for buying in the cheapest market regardless of her ties with HMG, I should have thought that the Colony required the "Hard sell" technique to compete with the Japanese, French, Americans etc.

7. In the penultimate paragraph of the letter at (90) Mr Blackwell suggests that his information officer be either withdrawn or have his brief restricted entirely to commercial matters if he is not to be allowed to comment on such matters as the defence contribution. I strongly recommend that we should take him up on this suggestion and confine the information officer's brief entirely to commercial matters If after a reasonable time such a step did not show dividends in the trading sphere, then the officer might be withdrawn altogether.

8. If the above idea were to be pursued, it would, I think, be advisable for us to write to the Governor in the first instance, let him know what we have in mind and ask for his views.
