Hong Kong Defence Contribution.

Mr. Royle is, I believe, aware that we have been having

discussions with the other Departments concerned in Whitehall (the Ministry of Defence, the Treasury and the Department of the Environ- ment, the latter in respect of the responsibilities of the former

M.P.B.W.). We decided a couple of weeks ago that we had reached

the stage where the matter could only be submitted to Ministers

for decision and held a final discussion with Sir David Trench

on the subject last week immediately before his return to Hong Kong.

2. I followed up the talk with Sir David by sending a draft D.O.P. paper (copy attached) to my opposite numbers in the other

three Departments concerned. To meet Hong Kong's timetable we

ought to put a paper to D.O.P. on 21 or 22 December and I have

therefore asked the Departments to let me have comments on our

paper by tomorrow. I have also asked them to supply a missing

Annex on the estimated capital works costs for the Hong Kong

garrison over the next five years.

Departments.
