I propose, if you agree, to reply to Mr. Blackwell's telegram to me number BTC 82 of 23 October as in the draft

attached. We must clearly not have Mr. Blackwell entering into these delicate negotiations which are going to be difficult enough without the intervention of a third party. I took the opportunity when I saw the Governor this

morning to show him this telegram and he fully agreed that

we should tell Mr. Blackwell to explain that this was not his concern and he had no knowledge of the subject.
