Hong Kong Defence Contribution

During Mr. Royle's meetings with UMELCO, one or two members said that when Mr. Fred Lee negotiated the current defence contribution he gave an undertaking (implicit I gather rather than explicit) that Hong Kong would be

compensated" as it were for agreeing to a Defence

Contribution by receiving sympathetic consideration in the aid field. (This came up in the context of Hong Kong's exclusion from the "ODM list".) x **

I had better do this but in the first place could the record of Mr. Lee's talks be checked to see if there is anything relevant (I suspect I have not heard the last of this!).

The Governor said that he was not present on any occasion when Mr. Lee said this but that he was not at all the meetings between UMELCO members and Mr. Lee.)
