figure rises to 15.86%. (By way of comparison, expenditure on education is around the 20% mark) However, I doubt if the Treasury would take much note of these figures: they would probably throw the G.N.P. at us.

(c) The Governor has always maintained this view and I think he is right, but I do not think it gets us anywhere.

When the existing agreement was drawn up,

it meant that Hong Kong was contributing £5m towards a total annual expenditure of approximately £16m,or .31 of the cost. £71m out of £22m would amount to .35 of the total cost: £8m would amount to approximately .36 of the total cost.

I have attempted to analyse the Governor's proposals in some detail, although I think that to do so is largely a waste of time. The negotiation of the defence contribution is a horse trading exercise and I am not sure if we are trading primarily with the Governor or with his unofficial advisers.

10. The Governor's letter is, in a form in which it can be sent over to M.O.D. as it stands but it might perhaps be 'as well if the next step was a discussion with the Governor to clarify some of his figures. We could then send a copy of his letter to M.O.D. (who have got wind that the letter is in the offing) with a view to a discussion with them at which the Governor might be present.
