Hong Kong Defence Contribution
Mr. Gaminara has made, in his minute of 29 October
below, a useful analysis of the situation in which we now
find ourselves. I suggest that as a first step we send copies of the Governor's reply to the Ministry of Defence
and the other Departments concerned simply asking for their
views. While we are waiting for their reaction we could
be considering the next step. I would like to reflect upon the pros and cons of arranging a confrontation between
the Governor on the one hand and the Ministry of Defence
and the Treasury on the other.
