I owe you a reply to your helpful letter of 7 July about the defence omtribu- tion.
We in the F.C.0. are fully seized of the arguments why £8 million per annum is the maximum you could hope to secure on the terms you have suggested. We have arranged to discuss your proposals with the Ministry of Defence and other Departments concerned at a meeting on 4 September (warning them that you are by no means at all sure that you can get such a large increase accepted locally) and I shall write to you again thereafter.
