The Chairman said that when the FCO wrote to the Governor October 1969 they had given him a figure of £M10.62 as the cost at 1969 prices, of the IS element of the garrison in Hong Kon financial year 1971/72, on the assumption that the Army stren would be 7 major units 5 for IS. Since then things had chang While the Navy strength was unchanged there was an increased RAF presence and consideration was being given to reducing the stren, t of the Army representation by one major unit. A new figure of £M10.2 had been produced, based on the assumption that the Ar strength in Hong Kong in 1971/72 would be 63 major units

When a proportion of the cost of the Works programme was addec it gave an annual figure of about £M12. The MOD were concerne this sum should not be a charge to the Defence Budget, and wo therefore like to achieve a Hong Kong defence contribution of order of magnitude.

2. In discussion of the Governor's proposal/ that the contribution should be £M8, of which a maximum of £M2 should be earmarked for capital Works selected as being of potential value to Hong Kong, the following points were made:-

It would be necessary to make sure whether the Governor's proposal meant a firm figure of £M8, or £M6 plus up to £M2 for selected Works.
