The particulars of the

Governor's offer were passed on to

the Ministry of Public buildings & Works the Ministry of Defence and to the

Treasury and a meeting was held with

those Departments early in September to

consider the matter further. At that

meeting it was decided that a reply should

be sent to the Governor in the form of

a letter to be agreed in draft by the

Departments concerned. We are at present

in the process of endeavouring to reach

agreement on the terms of such a letter

and the matter at present rests with a letter dated 25 September (Annex C) Wilford

addressed by Mr. fred to the other

Departments concerned and enclosing the draft of a letter (Annex D) which

we would be prepared to send to the

Governor. We now await the comments

of the Departments concerned on the terms

(which showed therefore not be shown of the draft letter to al Govenor)

12. We are under considerable pressure

from the Ministry of Defence and the

Treasury to urge the Governor to

increase his offer of/8 million pounds.

The former have recently sent us revised

figures for the recurrent costs of the garrision Annex E) which are to

be **En sent on to the Governor.

Although these figures are based on an army element of 62

major units

they nevertheless show an increase over the figures previously provided (Annex A)

The Ministry of Defence state that the

main reasons for this increase are the
