2. As you can readily understand, we are under

strong pressure from the other Ministries concerned

to persuade you to increase your offer of £8 million.

We are resisting this pressure and have made it clear

to those Ministries that in our view you are right

in your judgment that £8 million is the maximum

that you could hope to secure; and that you will

have difficulty in persuading your Executive Council

to agree even to that figure.

3 We do feel, however, that there is come

over the period of a five year agreement, the real

value of the contribution would substantially

diminish unless there was provision for some form

of annual adjustment to cover pay and price increases.
