I wonder therefore whether you feel able to do something quickly to get things moving for instance, on the assumption that Sir David Trench still wishes to adopt the procedure which he suggested to the Defence Secretary in June 1969, by inviting him to make his proposals without further delay? I should be glad to come and see you again if a meeting would be helpful.
